The Colorado Department of Revenue and Colorado Lottery announced the hiring of the new Director, Tom Seaver.
PUEBLO, Colo. -- Michael S. Hartman, Executive Director of the Colorado Department of Revenue, today announced the appointment of Tom Seaver as the new Director of the Colorado Lottery.
Seaver brings more than 30 years of lottery industry experience as a leader, high-level manager and consultant with state and international lotteries and to lottery vendors, including the Virginia and Missouri lotteries. Seaver is from Carthage, Ill. and is moving to Pueblo where he will be based at Colorado Lottery headquarters beginning June 25, 2018.
“I'm excited for Tom to join the Department of Revenue family as the next senior director of the Colorado Lottery,” said Hartman. “With the reauthorization of the Colorado Lottery through 2049 and with his vast experience and expertise in all things lottery, the residents of Colorado will be well served. We look forward to Tom and the lottery team growing the proceeds that are used to preserve Colorado's natural beauty.”

Seaver has provided on-site management to a broad range of international and domestic clients, including OPAP (National Lottery of Greece), Northstar Lottery Group (Chicago), Lotto Catalunya (Barcelona, Spain), and the Colorado Lottery. He brings vast lottery leadership and management experience from multiple perspectives, proven success leading multi-disciplinary teams globally, with a demonstrated focus on ethics, organizational character and integrity. Seaver holds a Masters in Business Administration from Washington University.
The Director is responsible for providing strategic planning, management oversight, and direct representation of the agency to the Lottery Commission. He ensures excellent customer service is delivered, problems with industry are resolved, and constituent concerns and issues addressed. The director also reviews, analyzes, and implements necessary actions to protect the security and integrity of Lottery games and drawings.
