About the Lottery

In 1982, the General Assembly approved a bill implementing a state-supervised lottery. The bill created the Colorado Lottery as a division of the Colorado Department of Revenue, with a director appointed by the Executive Director of the Department of Revenue.

Public Support

The Colorado Lottery treats its Corporate Image like a product. Today, business leaders recognize that a company's success is tied to social issues, and that a social vision must be formulated along with the business vision. The Lottery's social vision includes operating with security and integrity. Players must believe the money generated by the Lottery goes to a higher purpose, and that they benefit from this purpose.

Independent studies to assess the Lottery's image and favorability are conducted at least once per year. The most recent study done in April 2004 by an independent contractor, the Howell Research Group of Denver, found that 84 percent of respondents were in favor of the Lottery. Favorability toward the Lottery was found among all demographic segments and geographic locations.
